Minutes of Burton Green Residents’ Association Committee Meeting March 5th 2013

Present:   
Rona Taylor; Janet Hickinbottom; Faith Ward; Andy Gibbs; and Mary Webb.

Terry Heyes arrived later in the meeting.

In attendance: Kathryn Stewart.

Rona welcomed everyone.

1. Apologies    

 

Apologies had been received from Marlene Hills; Judi Hibberd, John Nisbet and Cllr Archie Taylor.

Minutes of the last meeting and Matters Arising:   
The minutes of the last meeting of January 15th 2013 were accepted.

2. Confirmation of draft amendments to the constitution

 

The amended constitution had been circulated and as there were no further comments it was accepted as the final constitution.

3. Update on and discussion of Residents’ Association initiatives and issues

 

Residents’ Association response to compensation
A draft response had been circulated for comment and had since been submitted.

Retired of Burton Green lunch, March 1st

 

This event had been a huge success and exceeded expectations with 42 people attending. Special thanks were extended to Diane and Bernard Swindells for all their hard work and support. An excellent presentation regarding St David's day had been produced by Beryl Pollard. A profit of £80 had been made, even though it had not been planned as a fund raising activity.

Mary reported that the profit was to be added to grant funds towards more catering equipment for use in the village hall. Further applications had been made to buy a plate warmer. Further applications would be made to the community forum in the future. Diane had drawn up a list of equipment needed.

The next lunch was to be planned for St George's Day: Friday April 26th

Defibrillator

 

This was now installed. The Village Hall committee had agreed to purchase a “break the glass” container for the key. Signs highlighting the position of the defibrillator had been put up at the Peeping Tom, the school, on the Greenway as well as at the Village Hall. A number of residents had attended a full day general first aid course in the Village Hall. There was still enough money available from the grant to purchase new batteries for the defibrillator when required.

Speed Watch

Terry reported that the formalities had been sorted out. All volunteers were cleared to operate the equipment.  A template was being sent around the team to find out availability and sort out a rota. Terry would co-ordinate with John Whitehouse. The equipment had to be calibrated before and after each session and Terry was arranging for this to be done at Arnold’s Farm. Terry felt they needed one more monitoring site.

Le Van

Rona said an appeal was to be heard. Both the Parish Council and the Residents’ Association had sent in responses. It was felt the premises were not generally perceived as a caravan site and so change of use permission would be needed. Cllr Ian Cox had included his views from the legal aspect.

The website was required to deliver the following:
An introduction to the BGRA
A facility to store agenda and minutes documents of the Residents' association
Display the BGRA Constitution
Advertising for upcoming events
A list of contacts for committee members
A facility to store agenda and notes for the History Group
Ability to show information on current projects (e.g. Parish Plan & Odd Socks)
Links to related groups/organisations.

The website content was required to be updatable by appointed persons

Janet had circulated a number of options with different costs.

Some additional questions were posed and Janet would seek clarification in time for the next meeting.

The second option was considered the best choice at a cost of £1000.  However, there were currently insufficient funds for this and so this project would be put on hold for the present.

4. Parish Plan Update

 

Kathryn reported that the draft Plan was going well. A meeting was planned with a representative of Warwickshire Rural Communities Council (WRCC) who would advise. It would then be sent to a small group to trial.

The challenge would be delivery and completion by residents and it was hoped members of the committee and others would take responsibility for 10 houses each.
Responses would need to be professionally collated and again WRCC might assist with this. Thanks were expressed to Kathryn and the group.

Rona added that the most important part would be the report followed by an action plan and its implementation.

5. Odd Socks performance of A Comedy of Errors, June 29th

 

Terry Heyes would be hosting this event at Arnold’s Farm. Discussions had been held with the police to ensure there would be no problems with traffic etc. A risk assessment was in hand. Insurance was not a problem regarding the venue as Terry's company was covering that. The insurance of toilets was still to be checked. The deposit of £689 had been paid from BGRA funds.

Volunteers would be needed to marshal and must be in place very early in the day.
Posters and fliers were being ordered.
Any ideas were welcome for placing posters.

It would be necessary to sell 180 adult tickets to cover costs.

Rona thanked Terry for taking on such an ambitious project.

6. Village Hall

 

The next event was to be on April 13th when a murder mystery evening would take place including a 3 course meal. Tickets were on sale priced at £15 per head.

7. HS2

 

Andy said everyone was waiting for the outcome of the judicial review. That could change everything or nothing. A meeting had been held with Jeremy Wright the previous week. The general feeling was that the Secretary of State was unlikely to consider a tunnel and so thoughts must now turn to what to do post-HS2.

Rona suggested a letter should be sent to Eric Pickles, Secretary of State for Communities and Local Government, regarding the integrity and sustainability of community.

Andy said options if the tunnel was turned down included launching our own judicial review and funds were available to help with this if it was felt Burton Green had been treated unfairly.

Another option was to respond to the environmental statement at the end of May saying a tunnel was vital.

A petition could be made against the hybrid bill but by the time the hybrid bill was published, much damage would have been done already because of people leaving the community.

Rona thanked the Action Group for all its work over the past 3 years.

8. Parish Councillor’s Report

 

Cllr Taylor had sent a written report.  The Council was considering the Neighbourhood Plan and possible future housing. Stephen Hay of Warwickshire County Council had attended the recent meeting.

Grit bins had been delivered and John Levett and Tony Cotterell had agreed to take charge of grit distribution at the relevant junctions.

The Annual Parish Meeting was provisionally planned for May 10th when residents would be invited to attend.

9. Treasurer’s Report and dates for collecting subscriptions

 

Terry reported that he had now looked at the bank statements and matched up invoices etc. £285 had been paid out without a paper trail.

The bank accounts had been reconciled and ledgers prepared from September 1st 2012. Online banking had been applied for and would help ascertain amounts more clearly and accurately.

As already reported a deposit of £689 had been paid to Odd Socks for the theatre production. Other ring fenced monies were highlighted.

Subscriptions of £3 per household were to be collected from May 1st with the aim of completing all collections by the end of the month.

Funds were as follows:
Deposit account: £1500

Current account: £330

Thanks were expressed to Terry.

10. Any Other Business

 

Mary reported that the Peeping Tom had advertised by placing leaflets on cars in Tesco’s car park.  She felt this was a good idea.

It was thought an application might be made to the Waitrose green token scheme.

It was suggested the Jubilee Group should ask different village groups what they needed money for rather than providing donations for unspecific purposes.

11. Date, time and venue of Next Meetings

 

The next committee meetings would take place on May 21st; July 9th; September 17th. The AGM was scheduled for October 7th.

Burton Green's 2nd Festival of Wine

The 2nd Festival will take place on Saturday, 16 March and will feature 40 internationally recognised varietal wines from around the world. 
Visitors will have the chance to taste and compare some of the best wines around including:
  •     Sancerre and Cloudy Bay Sauvignon Blanc
  •     Puligny-Montrachet and top Chilean Chardonnay
  •     Cornas and McLaren Vale Shiraz
  •     Chassagne-Montrachet and Californian Pinot Noir
The Festival, organised by the Burton Green Wine Club gives all-comers a chance to taste famous “old world” European varieties and compare them to some of the best from the rest of the world.  This is a rare chance to taste wines that few of us drink often.  

The 1st Festival, held 2 years ago, raised nearly £1000 as well as bringing attention to the impact that HS2 will have on the local community.

Village Highlights 2012 in HD

During the past year I've had the oportunity to make several short films, of some notable village events and activities. I've condensed some highlights from those films, to produce this very short compilation...

BGRA Committee Meeting, January 15th 2013

Minutes of the Burton Green Residents’ Association Committee Meeting
January 15th 2013

Present: Hilary Cox; Andy Gibbs; Terry Heyes; Judi Hibberd; Janet Hickinbottom; Bron Putnam;  Rona Taylor; and Faith Ward;

In attendance: Chris Langton, Martyn Stacey, Kathryn Stewart and Archie Taylor

Rona welcomed everyone especially Terry and Hilary as new members. Everyone introduced themselves.

1. Apologies

Cllr Ann Blacklock also sent apologies as she would like to have attended.

Minutes of the last meeting and Matters Arising 

The minutes of the last meeting of Nov 27th 2012 were accepted.

Matters Arising

Open Gardens: this matter was to be discussed the following week by the Jubilee committee.

Welcome pack: this was still being looked at.

All other matters arising were to be covered by the agenda.

2. Presentation by Martyn Stacey, WDC

Martyn was welcomed as the contract officer for neighbourhood services with Warwick District Council. He explained his background working for several different authorities and that his responsibilities included waste and recycling. This also encompassed fly tipping, verges, hedges, abandoned vehicles etc throughout Kenilworth and 22 surrounding villages.

Recent problems had included green waste and residents needed to be aware that soil should not be added to green bins as this contaminated the green waste which would result in the entire load being sent for landfill.

Martyn was proud that the county’s recycling rate was over 50% of waste whilst the national average was 43%.  It was hoped to increase Warwickshire’s percentage to 80 within 8 years. More plastic recycling was soon to be introduced. Much of the non-recyclable waste in the area went to the Coventry incinerator rather than to landfill.

In response to a question Martyn said that an assisted collection service was available for residents who were not able to deal with their own bins and this involved completing a form.

Dog mess, especially on the Greenway, was raised as an issue.  Legislation had changed so now dog waste could be placed in litter bins. Martyn would investigate the placing of bins but they would have to be on the highway.

Members of the committee wished to record the excellent service provided by the District Council in terms of refuse and recycling.

3. Amendment to constitution

This part of the evening was declared a “Special Meeting” to deal with matters of the constitution.

The original constitution of the Residents’ Association had been produced in the 1950s and the committee felt it needed updating.  A draft constitution had been produced.  This had been updated in terms of some wording and an equal opportunities statement had been included. (Funding applications often asked for a copy of the constitution and an equal opportunities policy.)

The draft constitution was adopted unanimously. This would now be made widely available for consultation and then ratified at the next meeting.

The Special Meeting was closed at this point.

4. Update on and discussion of Residents’ Association initiatives and issues

Residents’ Association letter re compensation

Before the end of January the committee needed to submit a letter regarding the HS2 compensation consultation.   It was agreed a small sub group would tackle this. It was suggested that submissions from other organisations in the village could be consulted to help structure the response. It was agreed there was a need to emphasise Burton Green as a special case because of the major impact on the village and its community. It was also important to make positive comments as well as all the negative ones. Mary, Terry, Archie, Chris and Rona would form the sub group plus anyone else who was interested.

Andy would research further about property bonds.

Christmas tree and carols review

Thanks were extended to members of the choir for leading the carol singing on a rather wet evening. Mary apologised for the solar tree lights which had not worked properly. Alternatives were to be investigated for next year including a supply from the lamp post or a 12v car battery.

Thanks were given to the Barnes family who donated the tree and to all who helped to erect and dismantle it.

Mary was thanked for the idea and the committee was keen to repeat it next year.

Breakfast for 65+

The idea was raised of an occasional brunch in the village hall.  Diane Swindells had offered to be involved as she had an Advanced Food Hygiene certificate.  Start up funding would be sought.

Defibrillator

The defibrillator had now arrived and plans were in place for it to be positioned on the wall of the village hall. The village hall committee was happy for it to be on the wall and would pay for electricity.  It was agreed that BGRA would undertake the annual maintenance contract and this would be put in writing to the village hall committee.

There was some confusion about the training necessary for its use or instructions to be provided.  Paul Thornton and Alice Hawkins had agreed to provide a training session. Also, Vic Stuthridge was looking into the possibility of putting on a first aid course which included defibrillator training.

Mary also obtained agreement to purchase four plaques @ £10 per plaque to put in prominent positions (yet to be agreed) to highlight the availability of the defibrillator.

A news item was also to be placed in the Kenilworth Weekly News.

Speed Watch

Terry now had responsibility for the Speedwatch initiative in the village. Training and induction was taking place. 

Bugle

The next edition was due in mid March. It was suggested that fewer reports would be appreciated and more photos. Invoices had been issued for advertisements in the last issue.

Le Van

No more had been heard but this was a Parish Council issues rather than a BGRA matter.

Burton Green Residents' Associaton website

Janet had been researching possibilities and presented some options. A suggestion was made that BGRA needed only a landing page with links to other websites in the village but it was felt that more information should be provided through a BGRA website which could be updated.

Now that this had been established, Janet agreed to present more detailed possibilities at the next meeting.

Footpath survey

Chris had carried out a survey of the footpaths and provided the following notes:

The footpaths around Burton Green are generally in a very good state of repair, well sign posted and well maintained – bearing in mind that this survey has been done after prolonged periods of rain they have all been passable with stout walking shoes and not gum boots.

Much of this is due to the work of the Kenilworth Footpath Preservation Group (KFPG) a group of volunteers formed in 1974 who in collaboration with Warwickshire County Council (WCC) and Solihull Council (SMBC) send out volunteers one Sunday each month to help maintain and improve footpaths around the Kenilworth area http://www.kenilworthfootpaths.org.uk.

These improvements have included the replacement of a number of stiles with kissing gates to make it easier for all members of the community to enjoy the paths.

KFPG will assist with any paths that are included on their schedule of walks if WCC cannot – please see e-mail from their Chairman Brian Nicol – mailto:bnicol@waitrose.com or via their website above.
They have a publication ‘Kenilworth and Beyond’ which identifies country walks including one based on Burton Green.

I have walked the footpaths marked on the map provided to the BGRA identifying 7 specific recommendations for repairs/improvements
Note that I have not included the Greenway as this is regularly used and observed by others.

Most of the problems occur on narrow sections of path which have become chewed up and overgrown.

The 7 recommendations are:

(O/S map ref 427400/276700) – access to Path No W168 (waypoint 1) off Cromwell Lane opposite the Peeping Tom – this first part of this path is in a narrow alleyway which is overgrown at the sides and slippery under foot. Requires hardcore and the foliage cutting back – suggest involvement of WCC, KFPG and local volunteers
(O/S map ref 427500/276600) – a little further along Path W168 (waypoint 1) – there is a section of about 7 metres adjacent to a stream which is deep in water (two planks of wood have been laid) Requires hardcore or bridge – suggest involvement of WCC and KFPG.

(O/S map ref 427800/274800) – this is the link between the first 90 degree bend coming up Red Lane and the Greenway – the first section of the path is slippery under foot. Requires hardcore – suggest involvement of WCC (NB this is not a path on KFPG’s routes).

(0/S map ref 426700/274800) – this Path K6 (waypoint 5) from Hob Lane to the Kenilworth Road appears to be little used. This may well be that at this point there are two stiles which have collapsed and a stream. Requires the rebuilding/replacing of the stiles and a bridge over the stream. Suggest involvement of WCC and KFPG.

(O/S map ref 426400/275100) – this Path K5 (waypoint 5) appears less used than K6 that runs parallel to it – half way along there is a stream of water along the footpath making it slippery. Requires hardcore – suggest involvement of WCC and KFPG.

(O/S map ref 426500/276300) – this Path M187, the section from Hodgetts Lane at the Burton Green boundary to the Greenway has long been a problem. It is extremely muddy and rutted as it is used by both pedestrians and horses. Requires hardcore over a long section – suggest involvement of SMBC though there is suggestion that this path is the responsibility of National Grid as it runs around the periphery of the electricity sub station.

(O/S map ref 427000/276400) – Path M188 adjacent to Cromwell Lane has a narrow access between houses, It is overgrown with foliage – suggest local resident volunteers with their own garden tools and a couple of Green wheelie bins.

Some of the footpaths on the Solihull side of Burton Green form part of the 100 mile ‘Millennium Way’ which runs from Pershore up to Meriden then down to Middleton Cheney passing Kenilworth. Details of this and an extended walk based on Burton Green (similar to the KFPG one) can be found at www.walking.41club.org

Footnote – all footpaths were free from litter – however when walking on road sections along Hodgetts Lane from the Burton Green boundary up to Waste Lane the verges are littered with cans, plastic bottles and crisp packets presumably thrown from motor vehicles – although not directly in Burton Green it is suggested that SMBC are contacted on the issue.

At the BGRA Committee meeting on 15th January a map with photos to support these notes was presented with details of all the footpaths inspected and those radiating further out that had not yet been walked – Mary Webb and her group of volunteer walkers would extend this research over the next two months so that we can draw up a comprehensive list of all maintenance needs.

Chris Langton agreed to revisit this issue at the end of March (when maintenance work would be more practical) initially setting up meetings with WCC and SMBC (supported by KFPG where necessary) to determine a schedule and allocation of responsibility for the remedial work.

Thanks were extended to Chris for his thorough research and comprehensive presentation. It was agreed that as a community we must applaud the efforts made by WCC, SMBC and KFPG in giving us such a wonderful amenity which overall is very well maintained and signposted.

It was noted that 1087 visitors to the Greenway had been recorded on January 1st 2013!

5. Parish Plan Update

The first draft of the Parish Plan had been written and would be reviewed later in the month. It was acknowledged that, currently, it was a very long document.  It was agreed to trial it with members of the BGRA committee.

It was suggested that a session could be held in the village hall to help people complete the questionnaire, as had taken place with the HS2 compensation consultation etc.

6. Village Hall

Kathryn reported several forthcoming events:
  • February 9th curry evening with magician;
  • April 13th Murder Mystery evening
  • July 7th BBQ
  • September 7th and 8th Produce Show
  • November Craft Fayre

7. HS2

Andy gave the dates of the various meetings. The next community forum was scheduled for February 12th in Kenilworth.

Everything appeared to be on hold until the outcome of the judicial reviews. If the government “lost” the reviews HS2 would not talk about the Y route or the tunnel so there would need to be pressure follow up on the nominal route through Burton Green and a decision about the tunnel.  Andy felt any other route considered might still go through Burton Green.

Conversely, if the government “won” the judicial reviews the Y route would be announced along with a decision on the tunnel.

It was still important to respond to the compensation consultation in spite of all the uncertainty.

8. Parish Councillor’s Reports

Cllr Taylor said grit bins were to be restored in the village and a notice board to be sited in Red Lane. The Parish Council was currently considering the precept and the Neighbourhood Plan.

9. Treasurer’s Report

Mary had handed over all the financial papers to Terry who had agreed to take on the role of Treasurer.  He was in the process of organising all the paperwork but could state that the Deposit Account held £1500.38 and the Current account £1606.92 (There were still some outstanding invoices)

10. Any Other Business

The plaque had been obtained to be placed on the mosaics and Terry agreed to erect it.

Nigel Ward had volunteered to take over litter picking on the Greenway. Volunteers were requested for 27th Jan at 10a.m.

The Peeping Tom had a new manager and was to focus on drinks rather than food. Chris said to encourage people to use the facility or we or might lose it in the end.

Archie and Terry reported back on a presentation about the runway extension at Birmingham airport.  A second runway was out of the question. The plan was to extend the current runway and proposed flight paths would change negligibly. So, hopefully, Burton Green, unlike Berkswell and Balsall Common, would not be inconvenienced by greater noise. There was plenty of space for capacity to increase. Aircraft from and to further destinations were likely and frequency of flights would increase.

The next committee meetings would take place on Mar 5; May 21; July 9; Sep 17; with the AGM on October 7th. (All subject to the availability of the village hall.)

Jewellery Workshops at Burton Green Village Hall

From Amanda Warner....


Hello, my name is Amanda, I run my own jewellery business called CharacterCrafts which I started in 2007, primarily selling my handmade jewellery at local craft fairs and making custom designs for friends and family. 

My range of products has expanded dramatically since then.  A suggestion from my ice skating coach to create something skating related, resulted in me starting to work with air-dry clay, to create figure skating charms for jewellery and phone charms.  Further ideas and requests followed, and I now have a whole range of skating products, wedding gifts, and graduation gifts and lots more besides.

I’ve recently started running jewellery workshops at Burton Green Village Hall and Curiositea at The University of Warwick.  The first workshop at Burton Green took place on Tuesday 18th September where everyone made a matching necklace and pair of earrings in Black, Turquoise or Purple cats eye beads, like the one pictured here...


The next workshop will take place on Tuesday 13th November at 7pm till 8:30pm. The price which is £12 for Silver Plated or £18 for Sterling Silver.



We’ll be making a pair of Christmas earrings, (there’s a choice of Snowmen, crystal Christmas Trees, or crystal Christmas Canes) and everyone gets to design and make their own necklace, from a selection of different coloured beads.

Minutes of Residents’ Association Committee Meeting November 27th 2012

It was established that the meeting was quorate. “Three members of the committee with at least two officers shall constitute a quorum.”

The minutes of the last meeting of September 11th 2012 were accepted.

Matters Arising:
Most Matters arising were to be covered by the agenda.

Open Gardens: This would be progressed by the Jubilee Group.

HS2: Via Jeremy Wright MP Rona had written to the new Secretary of State for the Environment, Patrick Mc Loughlin inviting him to Burton Green to meet residents.  He had replied and his response is attached to these minutes.

The BGRA committee had voted to remain within the Stoneleigh, Kenilworth & Burton Green Community Forum.


2. Presentation by Martyn Stacey, WDC

Martyn was unable to attend but would be invited to a future meeting.

3. Amendment to constitution

The committee had decided the BGRA constitution needed amending.  A copy had been requested for a recent grant application and it was decided it should be updated. A draft amended version is attached for consideration by the committee.

There were still vacancies on the committee and co-option of Hilary Cox and Chris Langton was suggested. Rona would approach these residents.

4. Update on and discussion of Residents’ Association initiatives and issues    

The Jubilee group’s Oddsocks performance was to take place on June 29 2013 at the rear of Arnold’s Farm in Cromwell Lane. Car parking was to be arranged in an adjacent field. Details provided by Mary regarding looking for insurance Suggested ticket prices were £18 for adults and £7 for under 16s.  All details regarding insurance and all other matters were being addressed by the Jubilee Group.

The status of the Jubilee group was queried and it was explained that this was a group with representation from BGRA, The Village Hall committee and different groups within the village. To avoid confusion, it was agreed that the Jubilee Group should be a sub group of the BGRA and this would be suggested to the Jubilee Group.

Christmas Tree and Carols. It was suggested that a carol singing session should be held and a Christmas tree erected. A query was raised about insurance in case of accident. Mary agreed to follow up all these issues and to source a tree

Post meeting note: After the meeting it was decided the tree should be located on the green outside the almshouses.  The clerk of the Berkswell Trust had been contacted and he would be in touch with the residents of the almshouses.  We will be utilising solar lights so no electrics would be involved.  The carol singing would take place on the evening of December 19thand all would be welcome.

There was general agreement that this would be a very nice occasion.  It was suggested it could conclude with mulled wine and mince pies in the village hall. Rona and Mary agreed to arrange this.

A date was yet to be fixed and this would be agreed with Judi who was to enlist the help of the choir. The date needed to be after December 16th by which time the next edition of the Bugle would have been issued and the event would have been publicised.

Breakfast for the over 65s in the village hall in 2013 was another idea put forward and it was agreed further detail would be needed and a discussion could take place at the next meeting.
                 
Welcome pack

      A welcome pack for new residents had been drafted several years ago but had not been issued with any regularity.  Mary and Rona agreed to update it and bring it to the next meeting.

Kenilworth bus

                 The problems with the Thursday bus service were raised again. This service was popular because of the Thursday market in Kenilworth but on several occasions the bus had been too full to accept passengers from Burton Green.  Cllr John Whitehouse had raised the matter with WDC and a second bus had been sent on one occasion.  What was really needed was a 20 seater bus with wheelchair access.  This matter was still being discussed. One resident travels each Thursday and monitors the situation.

Defibrillator

Mary had been attracting funds for a defibrillator to be placed on the Village Hall.  She was pleased to report that Peugeot had just awarded £999 for the project. This meant that with funds from other grants the project had more than enough for one defibrillator.

Speed watch

                 Training was to take place for 6 volunteers on the Thursday before Christmas. Grant money was now available for high visibility vests and other equipment. Terry would be taking over running the Speed watch scheme in Burton Green after Christmas. 

Bugle

    The next edition of the Bugle would be printed on December 10th. Currently, there were fewer advertisements and other local businesses were suggested for an approach.

Le Van

    The owner of the site was pressing for 20 mobile homes and said planning permission for this had been granted in the 1960s.on site. He was basing a case on a decision reached by a judge in another area.  The Parish Council was involved in this and was confident this could be opposed as this was a change of use. Rona said residents were not happy with the prospect of a large caravan site and these views had been passed on to the Parish Council. Rona had also written to David Edmund, planning officer WDC, expressing residents’concerns.

Severn Trent

There had been a serious sewage leak in a garden in Cromwell Lane. Mary had written to Severn Trent asking for a site meeting and affected residents sharing the same branch of the sewage system would be kept informed.

Burton Green Website

The Parish Council was to have its own website and the Village Hall also had one.  It was felt all these needed to be signposted from an overarching website of the BGRA.  Janet agreed to investigate this.

A small group had been formed to discuss this but more members were welcome.

The next meeting was to be held on January 8th 2013 and Madelaine from Offchurch would share her experiences of producing a Parish Plan. A draft questionnaire was to be produced to find out what residents wanted and it would be important to obtain a good response to this.


6. Village Hall

Kathryn was unable to attend.  Rona and Archie had been at the Village Hall AGM and were pleased to note how well things were going.  More bookings had been taken recently.

Mary said half of the proceeds from the Oddsocks performance in June would go to the Village Hall.

                               
7. HS2

Archie said that bi-lateral meetings had been held with HS2 Ltd engineers where different tunnel options had been put forward including a deep bored tunnel. It had been a good meeting.

There was tremendous concern with the consultation proposals regarding property compensation. There were 66 properties affected within 120m of the proposed line and this was a large proportion of residents from such a small village. The school was also concerned regarding a threat to numbers on roll.

Further bilateral meetings were to be held in January with the next Community Forum meeting scheduled for February.

Archie reported that the DVDs of a Community in Crisis would also be delivered to MPs in January.



8. Councillors’ reports

It was felt it was necessary to clarify the situation that District and County Councillors were not expected to attend BGRA committee meetings as they were now often in attendance at Parish Council meetings.  However, they would still be sent the agendas for information only and would be most welcome at any meeting. Rona would send letters to this effect.

Parish Council:

Cllr Taylor reported that under boundary reorganisation, Burton Green was to remain in Kenilworth Abbey ward where it would be joined by representatives from the university.

The Parish Council was looking at the feasibility of a notice board in Red Lane.

Other matters had already been discussed.


9. Treasurer’s Report

Rona and Mary were in the process of receiving the financial details from Marlene. No changes had been made to the balances since the last report.

The community mosaics had been erected and a resident had suggested an explanatory plaque should go alongside.  Mary had investigated costs which were £35 for 100mm x 75mm plus p and p and vat. It was agreed that the company should send a visual graphic for circulation as this was deemed a good idea.

10. Any Other Business

House alarms: A resident had contacted the committee with concerns about house alarms going off.  It was agreed guidance from WDC should be included in the next edition of the Bugle.

Cycle reflectors: Free cycle reflectors had been made available by WDC and Mary had a small supply of these available.

Remembrance Sunday: A wreath had been laid by a plaque at Lee Gordon House in Cromwell Lane which commemorated the war dead from the area. The wreath had been funded by the Parish Council.

Tree planting: On December 1st tree planting was to take place at the new Diamond Wood which was at Cryfield Grange and part of the cycle route.  All were welcome.

Burton Green Village Choir: The newly formed choir would be making its first public performance as part of the Burton Green Carol Service at the Village Hall on December 23rd.

The next committee meeting would take place on Monday January 14th at 7.30p.m. at the Village Hall.

Minutes of Residents' Association AGM 1st October 2012

Minutes of the Annual General Meeting of the Burton Green Residents’ Association held on October 1st 2012 at the Village Hall.

Rona welcomed everyone and, in particular Cllrs. Ann Blacklock, Michael Coker, John Whitehouse, Nick Hillard and PC Peter King.


Apologies

Apologies had been received from Cllr Ian de Worringham, Cllr Archie Taylor, Cllr George Illingworth, Cllr Vaughan Owen, Mike and Deirdre Vernon, Diane Swindells, Caryll Green and Liz Saxon.

Martyn Stacey of WDC sent his apologies: he had been scheduled to make a presentation about keeping our village tidy.


Minutes of the last meeting and Matters Arising 

The minutes of the last Annual General Meeting of October 3rd 2011 were accepted.

Chair’s Report

A report had been circulated in advance via the Bugle so that time could be made available for questions.

The Chair, Rona Taylor, explained the focal points for 2012 had been:

  • Continued opposition to HS2 (this was to be covered later)
  • Creation of a separate Burton Green Parish Council
Now Burton Green had its own Parish Council following a petition organised by the Residents’ Association over a year ago. There had been some uncertainty about the role of the Residents’ Association and Rona outlined the different responsibilities.

Rona was keen to highlight Burton Green’s vibrant community and individuals’ community activities. She pointed out articles in the previous week’s edition of the Kenilworth Weekly News which detailed community involvement in Speedwatch scheme and the community defibrillator.
  • Parish Plan
Following a mandate from last year’s AGM, a Parish Plan was to be drawn up. This was to be explained by Kathryn Stewart later in the meeting.
  • Jubilee Celebrations
The celebrations organised by the Jubilee Committee had included something for everyone and the whole weekend had been deemed a success.
  • Communication
The Bugle was the main means of communication and Mary Webb would be taking this as an agenda item.

Public meetings regarding HS2 had also been held. Questionnaires had been collated concerning the perceived impact of HS2 on Burton Green. A Public Meeting had also been organised by the residents’ Association at which the Parish Plan had been launched.
  • The Association had also been active in taking up issues of concern (either to individuals or residents as a whole) with regard to transport, potholes, verges, water supply, speeding and security.  Terry Heyes had given a talk on the latter and demonstrated various equipment available
  • Cycle Forum
John Whitehouse had sought Burton Green representation on the newly established Cycle Forum. Nick and Sue Hogue of Cromwell Lane had joined the forum.  They were unable to attend the AGM but Nick had sent a report as follows:

“Our remit is to consider all matters relating to cycling that may benefit residents in the area.

- We have concluded 4 of 6 meetings and ultimately will putting forward our recommendations to the WDD for their consideration in December. Our final recommendations to them will be determined in November

- Topics discussed so far include:
         
a) Abbey Fields: possible cycle route through AF while protecting its multi-use nature.

b) Greenway: Cycling education (signage, bells, giving way); completion of the resurfacing.

c) Built Environment: dangerous junctions; contraflow cycling, off-road cycle paths repair; cycle parking in the town centre; identification of town cycling routes.

d) Shared Space: identification and guidelines for areas used by cyclists, pedestrians, disabled et al.

e) Education: formal training sessions; cycling safety issues (what is mandatory, recommended and other options ); maps and literature; consider input from Sustrans and other countries' approach to cycling issues.

NOTES:

1) The government has pledged to implement any innovative measures on cycle safety made by a cross party inquiry into cycling launched on the 20th Sept.

2) £15 million has been made available to councils to improve cyclist safety at road junctions. Councils may apply for a share but on a quid pro quo basis, i.e. government will only match each pound spent by a council up to their approved limit.”

Treasurer’s Report/Election of Independent Examiner

The Income & Expenditure Account and Balance Sheet are attached separately.

Marlene reported that BGRA had had a busy year. Subscriptions had been increased this year to £3 per house and Mary Webb and the collection team, who did sterling work, collected £713 to 31 August 2012. Thanks were extended to Mary and the team.

Mary Webb had redesigned the Bugle and had been able to sell £272 of advertising space to assist with production costs. In addition, the Parish Council donated £250 thus making the Bugle almost self financing.

The Parish Council had initially voted to give £250 to BGRA towards the Jubilee weekend but as funds were not necessary, Marlene had requested that this sum be earmarked towards fund raising for the defibrillator unit which, with the kind agreement of the Village Hall committee, would be located at the Village Hall. This sum, along with the Jubilee surplus and Parish Plan surplus, was held in the savings accounts specific to the causes for which these donations were made.

Marlene had been offered £885 of funds towards Burton Green’s Jubilee celebrations, which she gratefully accepted on our Community’s behalf.  These funds went towards the many activities organised over that weekend, including paying for public liability insurance for the public event held at the school (thanks to Lesley Tacon for organising this) 

Burton Green Jubilee events started with special funds raised from the “Live and Local Arts on the Doorstep.”Regarding the Jubilee weekend, the Residents’ Association and the Greenway Trust held a successful Art on the Greenway and thanks were expressed to David and Jill Lines and Diane Swindells.  A number of works of art were sold generating 10 per cent commission on the sales. The total of funds raised that day were split three ways between the Residents’ Association, Burton Green Village Hall and the Greenway Trust (Kenilworth to Berkswell).  Each of those good causes received £98.93 and letters of thanks had been received. Thanks were due to the Stanworths for allowing the jubilee beacon on their land to conclude the weekend’s celebrations.

The Residents’ Association held a remaining sum of £278.24 from the special Jubilee donation funds received. This was held specifically for the Residents’ Association’s next major Parish event.

The joint Parish Councils - before Burton Green Parish Council became independent - had awarded £200 towards the Burton Green Parish Plan survey. A small portion of this had been spent leaving a remainder of £157.75 to be allocated in due course specifically towards the Parish Plan. 

Total income for the year including the above was £3,429.12 and expenditure was £3,415.34. Expenditure included costs incurred towards the Parish Plan £155.25, AGM expenditure and room hire to the Village Hall and the printing of the Bugle.
 A donation of £250 was voted by the BGRA towards Deirdre Vernon’s successful  “Made in Burton Green” exhibition for specific purchase of item/items which were not be to be sold for profit purposes and with the knowledge that the residue from this donation would be earmarked towards the 2014 exhibition.

The sum of £350 held for Greenway Trust had now been paid across.
Marlene reminded everyone that most money was either thanks to donations or subscriptions and as such were classed as public monies.

BGRA’s  current account assets were £695.04 less creditors of £364.19. However, one of these creditors, WEAVE, who presented an invoice of £300.00 for Jubilee supplies, would now have this invoice paid by Live and Local Arts on the Doorstep and so this sum would not now be paid by the Residents’ Association. 

There remained £685.99 especially in the deposit account for funding given for an exact purpose. The total left in the deposit account after this was £814.18.
The accounts presented (attached) had been independently inspected by Peter Tacon who was thanked for his work.

Thanks were given to Marlene as she was now stepping down from the role of treasurer.

John Levett was standing down after 15 years’ service on the BGRA committee.  He was thanked for his outstanding service to the community which would continue in other roles, such as Neighbourhood Watch.


Parish Plan

Kathryn Stewart explained the Parish Plan was an idea representing a shared vision. It was to be an aspirational plan owned and written by the community.  It would centre on a questionnaire. Residents would be asked to respond about such matters as what they valued; what needed changing/retaining; what they wished to see in the next 10 years. Community feedback would be vital.

A public meeting had already offered a wealth of ideas. A steering group had been formed but more volunteers would be very welcome. The challenge was to create a short but comprehensive questionnaire.

The questionnaire would cover issues of transport; environment; business and retail; activities and leisure; school and youth; crime; services; information and communities.

It would be important to obtain a response rate of over 70% so assistance would be needed in collecting in questionnaires.


HS2 Overview and Update

Andy Gibbs explained that two themes were underway:
Stopping HS2.  This involved getting information out into the wider world via press articles and by influencing politicians.  Much of this work was not visible but there was plenty going on. Judicial reviews of the process were underway with hearings in December and reports at the start of January 2013.  All matters such as the consultation on compensation and announcement of the Y route were being deferred until after the judicial reviews. The ongoing matter of Heathrow and the decision on the third runway would impact on HS2 and the ultimate chosen route.

If the line went ahead, it would be necessary to obtain the best solution for Burton Green and work on this was underway especially regarding a bored tunnel. One bi-lateral meeting had been held with HS2 Ltd and a second was scheduled for the end of November. It had been agreed such a tunnel was technically possible but it had to be evaluated against other possibilities and other actions along the proposed route. A further forum meeting was to be held in November. It had been stated that there was no longer a design freeze but Andy was sceptical that many changes would be made after that time. He explained the process of applying for a judicial review if the tunnel idea was rejected to challenge the fairness of the application of the criteria.  There would be only two months available to do this and the estimated cost was £20k.

In the short term, fund raising activities were continuing and an HS2 Information Day was to be held at Kenilworth School on October 20th. Andy thanked everyone who had contributed in any way to supporting the opposition to HS2.

The next Action Group meeting was scheduled for October 15th.

Rona thanked Andy and the action group. The Residents’ Association wrote in January to Justine Greening inviting her to Burton Green and only after the letter was re-submitted in March was a reply received in May. A second letter had been sent in July raising concern about the lack of bi-lateral talks. A reply was a reply received explaining bi-lateral talks had been set up and reassuring us that they would continue until the hybrid bill was presented to parliament.. On behalf of residents Rona had again written to the new Secretary of State inviting him to the village and a response was awaited.


Village Hall          
                
Kathryn said it had been a great year for users and hirers: although there had been a drop in the overall number of user groups, there remained 29 regular user groups. In a report to HS2 Ltd, the committee had been able to say that 14346 people had used the hall over the previous year. The Village Hall website had received over 10000 hits. The hall had recently celebrated its 30th birthday in its current premises.

Kathryn was pleased that the hall received so much community use with 29% of booking being from the locality and 53% of users being from the village. An increase in community related bookings and shared events had resulted in a drop in income and running costs had also increased significantly.

HS2 Ltd wanted to know why users chose the hall and so a survey was to be carried out.

Rona thanked the village hall committee who played vital part in the community.


Police Matters/Neighbourhood Watch

PC King reported that all crime was down in Kenilworth, including Burton Green. Burglary and vehicle crime was down significantly.

He publicised Foodie Fortnight in Kenilworth from September 30th to October 13th as a local celebration of food.
Nov 3rd: Rotary Club fireworks.
Nov 11th:  Remembrance Sunday.
Residents were reminded of the 101 non emergency number 24 hours a day.

PC King had joined the Board of Governors of Burton Green School. He thanked Andy Jones for offering to sell crime prevention materials in his shop, Town & Country Furniture Ltd.

PC King referred to the community alert system which had broadcast information regarding suspicious incidents around the county of the “Nottingham door knockers” who were ex offenders.  He reminded residents that door to door salesmen should have a pedlars' certificate. Some door knockers were linked to distraction burglaries. People should report any suspicions on 101 number unless they felt in immediate danger in which case they should dial 999. It was worth getting on the community alert system relating to burglary, house burglary and vehicle crime locally.

He reported that a small team of 5 “Specials” had helped boost the man hours of the local force.

Residents should remain vigilant. Scrap metal dealers remained a problem but there was to be a force initiative soon.

John Levett thanked Peter and his team for their attention to Burton Green.  The police were reliant on the eyes of residents for what was going on.

Community alerts were forwarded by John via the village email system. A newsletter produced in Kenilworth about Neighbourhood Watch matters was also circulated.

A trading standards lecture had been arranged and residents had been warned to be very wary when using Internet shopping and banking.


County Councillors’ Report

Cllr. John Whitehouse WCC said the Council was coming to the end of its four year term and things were beginning to wind up.  A large savings programme had been undertaken and the council was now awaiting its December financial settlement, which was not expected to be good.

It was likely that a decision would be taken to turn off most lights in Warwickshire for part of the night time to save money and energy. The creation of clear skies as a result was to be welcomed by many. Burton Green lights were to remain on during the night.

The Council was working as part of 51m group to stop HS2 but still trying to liaise with HS2 Ltd.  The County Council had made an official complaint about the way HS2 Ltd was handling matters at the fora.

The Monday and Thursday bus services through Burton Green had been greatly welcomed but problems had occurred recently because of the Thursday bus being full by the time it reached the village.  It was planned that a larger bus or a second bus was to be provided. Cllr. Whitehouse would welcome feedback.

The footway in Red Lane had been cleared by community offenders. Peter Hallam said he had received good feedback from residents.

He was pleased that funding had been made available for the Community Speedwatch initiative in Burton Green and speed surveys would be carried out on all approach roads.  Cllr. Whitehouse hoped these would show a reduction in speeds since the last survey. It was excellent that so many residents had offered to support the initiative.

The route of the Greenway to the university was soon to be officially opened.  Stoning of the surface from Berkswell back towards Burton Green was underway and it was planned to add a hard surface from Coventry Road to Cromwell Lane. Volunteers and rangers had started work on clearing the footpath from the bend in Red Lane to the Greenway.

The Community Forum had money still available and the next round of applications was open till October 25th.

Kenilworth Centre AT Abbey End was now an independent charity. Radio Abbey broadband radio station was soon to be relaunched as a community radio station and would be accessed via www.kenilworthcentre.com


District Councillors’ Report

Ann Blacklock WDC declared it a pleasure to work with Burton Green residents who were always so positive. She referred to savings that were being made at the council and the fact there were still more to be made.

Cllr. Blacklock’s particular roles were with planning and young people. She had helped in the setting up of the Greenway Trust.

Any problems regarding waste collection and street cleaning would be dealt with by Martyn Stacey who could be contacted via contactus@warwickdc.gov.uk   

WDC was considering a mass of responses to formulate the draft Local Plan and this would then go out for consultation. The final plan would go government for inspection and if approved would be adopted in 2014.

Next year’s challenges included the reduction of the allocation of council tax benefit and this would put pressure on to local authorities.   

Waste management contracts had been reviewed. Sita was to continue waste collections. Other companies were to do street cleansing and grounds maintenance.

Cllr. Michael Coker, WDC reiterated the importance of getting the Local Plan right and that much hard work was involved. The waste contracts had been reviewed to save £600.000 per year and he did not envisage that the lower expenditure would result in a decline in services.

Car parking charges were to be frozen again in a bid to encourage more people to use the car parks.

Cllr. Coker was also a parish councillor in Kenilworth and he distributed brochures about Foodie Fortnight.

As independent chair of the HS2 Forum for Burton Green, Stoneleigh and Kenilworth, he had asked twice if residents wished to split the forum and have a separate one for Burton Green.  This had been declined but he continued to receive requests to split and so was circulating a letter to all groups involved to obtain their views.


Parish Councillors’ Reports

Ian Cox, Vice Chairman of the Parish Council explained that Archie Taylor, Chairman, was unable to be present because of another commitment.  He said that the new council was still bedding in but that a permanent clerk had been appointed and a website was being constructed. They had submitted a response to the Local Plan.


Bugle/Residents’ Subscriptions

Mary Webb explained that four editions of the Bugle were produced each year with Bugle Bulletins issued if any urgent matters arose. Thanks were extended to those who advertised in the Bugle, helping to support publication costs. Mention was made of residents who had achieved the ages of 90 and 100.

Mary said as editor she was always looking for articles of interest, old photos etc.

She explained the process of collecting the subscriptions and was happy to receive any outstanding contributions.

She had been pleased to be granted money from the Community Forum towards the defibrillator equipment.

Mary was thanked for her hard work.


Village School

Faith Ward, a resident and member of the school’s governing body, presented the head teacher’s apologies.  She outlined some of the school’s recent activities and encouraged residents to look for information on the school’s website www.burtongreenschool.org.uk

A clothing bank was to be placed in the school playground and money raised would be donated to the school.


Greenway Trust

Nick Hillard, chairman of the Greenway Trust explained the development of the Connect2 project.  The Trust was now promoting the Greenway to all users including walkers, horse riders and cyclists.
All steering group members were present at the AGM.
An educational programme had taken place on the Greenway and photos were on display. Trees from the Woodland Trust had been planted, Burton Green had organized a scarecrow trail and a bat walk had been held.  A further fundraising evening was to take place at the Marsala Club on October 15th. All were welcome.

The Trust was trying to collate diaries of all who were using and promoting the Greenway.

Dog waste remained a problem and it was not viable to place dog waste bins along the Greenway.


Any Other Business and Date of Next Annual General Meeting

The community mosaic was to be officially “launched “on Saturday October 13th at 3p.m. with children from the school. This would be followed by afternoon tea in the Village Hall.

Residents were urged to join in activities and that they could contribute at any time without joining the committee.

Marlene mentioned her history and archaeology group. She had applied for funding to carry out a community event with “geophys” centring on 13th archaeology in the village. It was hoped to involve residents in drawing, photography and writing up. Anyone interested should get in touch with Marlene.

Thanks were extended to the residents who had attended.  The next Annual General Meeting would be held on Monday October 7th 2013 at the Village Hall.
