Matters Arising from the previous minutes:


  • Contact WCC about damage to hedge at Burton Green Academy – the school was pursuing this with the grounds maintenance contractors.

The construction was progressing.  Preparations had begun to prepare for the electrical supply to the Hall. (No advance warning had been given about this).

  1. Residents’ views/concerns:


  • A significant grass fire had occurred off the Greenway between the footpath and Hob Lane. It had been attended by 7 fire engines. This had reignited a few days’ later and it was felt the authorities needed to take action. Rona agreed to contact the Parish Council to ask them to liaise with the relevant parties.

  • Fly tipping on Hob Lane was not cleared very quickly by Solihull MBC although they pledged to remove waste within a week: some had been reported on June 30th and still remained in place.

  • Dog mess bins on Cromwell Lane had not been emptied although contractors were supposed to carry this out fortnightly. Paddy would follow this up.

  • A resident had raised the issue of speeding through the village. Two accidents had occurred recently in Red Lane and Hob Lane. Jeremy Wright MP, representatives of the council and of the police had arranged to visit to see what could be done. Some people had responded to a police request to start up SpeedWatch again.


  1. Update on and discussion of Residents’ Association initiatives and issues:


Thanks were extended to the Jubilee Group for arranging the very successful events marking the Queen’s Platinum Jubilee. Although the Circus Mash was postponed because of wet weather, it was rescheduled and attracted a good audience.


Next year the group planned to arrange an outdoor theatre group.

HS2 issues


There had been some discontent because the dates of the road closure over the Cromwell Lane Bridge had not been adhered to. The road was to be closed to traffic form July 27th to August 19th. A traffic plan was in place.


Broadwell Woods residents remained in dispute regarding the noise and dust created by HS2. The Broadwell Woods Residents’ Association had been disbanded.


A question was raised about what was “in storage” for Burton Green and where was this? For example, notices about the defibrillator had been removed.


The Jubilee Verge 


A resident who kindly mowed the Jubilee verge had complained about the state of the grass and the number of weeds making mowing very difficult.  However, as the verge was currently being excavated for the Village Hall electrical supply to be installed, it was decided to postpone any decisions and to see whether the contractors could restore the area satisfactorily once the work was completed. 


Permanent banner poles top of Red Lane


It was agreed it would be a good idea to erect permanent fixings for banners advertising various village events.  However, this needed to make sure they did not interfere with the farmer’s maintenance of the hedge and verge. Bron agreed to speak to him about the best way to facilitate this.

Details of the AGM would be added to the next edition of the Bugle.  Judi would discuss with Rona and provide details to Mary.

Litter Pick


Several residents carry out regular litter picks and so it was decided not to organise a litter picking event.  This would be removed as an agenda item from the minutes.

  1. Greenway Trust Update:


Hilary was not available to report. It was believed she still held the dog mess posters the payment for which had had initially been agreed by LM who later produced their own versions.  It was agreed these needed to be erected and this would be discussed with Hilary on her return.

  1. Parish Councillor's Report:


The most recent Parish Council meeting had been held at the allotments on Westwood Heath Road.  Many residents were unaware of this facility and Alan Deeley, as the chair of the allotment association, had agreed to make a brief presentation at the AGM.

  • Mary asked who would sponsor the 2022 Christmas card

  • There was some confusion about dates for the new bin collection.  It was pointed out that WDC had issued a very clear and useful leaflet which was inside the food caddies that had recently been delivered. Paddy would add a reminder on the email loop.

Paddy reported that the building was on course for completion by the end of the year with a handover to take place on January 1st 2023.


A response was awaited from Deeley’s about the provision of a boules pitch.


Questions were raised about the landscaping with offers of trees being put forward.  Paddy said a revised landscaping plan was being awaited. Meanwhile, she would liaise with Cheryl, Chair of the Village Hall trustees.

Bins


All residents had received information attached to their bins about future collections. From August 1st, residents needed to pay £20 for a green bin up until March 2023 when costs for a full year will be announced.

Bonfires


A resident had complained about a neighbour lighting a daytime bonfire. Mary had responded with advice but saying BGRA could not get involved in neighbours’ disputes. It was acknowledged that residents who choose not to pay for a green bin might be inclined to burn their garden waste. Mary planned to add Council advice about bonfires to the next edition of the Bugle.

  1. Update on and discussion of Residents’ Association initiatives and issues:

Community fund from BBV – entrance gates, flower tubs


Paddy pointed out that the fund was really designed for help with labour.

A question was raised about the bricks that had been requested to be saved from demolition of bridges to use for flower tubs.  It seemed that they had been too badly damaged to be f use.  The flower tubs were beginning to disintegrate and the committee agreed new ones could be purchased.

HS2 issues


Residents had expressed discontent about further closures of the Cromwell Lane bridge in spite of earlier assurances this would not happen. BBV had provided a list as follows:

23rd May-17th June off-peak closures 9.30a.m.– 3p.m.

20th June-1st July full closure 24/7

15th July-20th August full closure 24/7


Residents of Broadwells Wood had formed their own Residents’ Association. This was not because of any disagreement with BGRA but because of issues with pollution on the new Village Hall site and problems with their landowner.


Possible viewing tower behind VH decision


Peter Stanworth had sent to Rona further points for consideration and each was considered by the committee. These included the fact that such a project should have been built into the development; that the construction would not be a small job; and that the current village hall actually belongs to HS2. The initial response sent to Peter had been shared with the committee and it was decided that the answer remained the same and that the rear of the current hall was not a safe or suitable site for a viewing platform. Rona agreed to relay this response.

Platinum Jubilee celebration with the VH


The Jubilee Committee had worked hard to arrange the events to take place.  Notices had been issued to all residents and a specific one had been prepared for residents on Burrow Hill as that is where the events will take place. 


No-one would be allowed to use the car park on Burrow Hill during the Circus Mash event but would be encouraged to walk to the area or to park on Hob Lane.


Insurance was in place and litter picking sorted. A licence was being obtained from a Coventry solicitor regarding the lighting of the beacon and the Circus Mash events. First aid would be available.


The field needed the grass cutting.


Any spare bunting should be given to Helen.


Mary and the committee were thanked for their tremendously hard work in planning and preparing for this occasion.

Helen asked if reference could be made to the very successful Children’s Games Evening held recently at the Village Hall.

There was nothing to update except dog mess notices had been erected and so the ones purchased by the BGRA should be placed elsewhere. Hilary would take a decision on this.

  1. Parish Councillor's Report:


Paddy gave information about the Annual Parish Meeting to be held on June 6th at 7.30p.m. A flyer had been produced with details and suggestions of topics of interest.


The PC was looking into complaints from residents about their children not being accepted at Kenilworth School. A WDC member was involved and it seemed the matter was being resolved.


The PC had agreed to £12k of the Community Infrastructure Levy being used to fund a stained-glass window created by a local resident for the new Village Hall.


  1. Any Other Business:


Concern was expressed about a streetlight on Cromwell Lane that had not been working for a couple of years in spite of being reported.

There was another problem in the same vicinity with water constantly flowing into the road. Rona would contact Severn Trent.

The mural created by schoolchildren was to be unveiled on Friday May 27th at the school. The plan was to erect it on the Burrow Hill walkway.


Rona said she would write to thank Peter Stanworth for storing the bench and carvings.

Judi had persisted with the request for help with a socket for plugging in the Christmas tree lights. As a result the new Community Engagement Officer, Chris Garden, was to meet Judi and Adrian Hickinbottom on site to work on this. Thanks were expressed to Judi.


Potholes at the top of Red Lane were now indicated for attention.


Long-standing resident Betty Woodward had celebrated her 90th birthday.  Rona had delivered a card and plant from the Residents’ Association.


A query was raised about work being carried out at New Farm on Red Lane. Paddy said planning permission had been granted for a new house to the front of the existing property. This led to concern about the number of building applications being accepted in Red Lane.

4. Residents’ views/concerns

There had been some complaints about noise from HS2’s generators.

A query was raised about damage to the school hedge in Hob Lane caused by a vehicle. Janet was asked to enquire if the hedge belonged to the school and whether an insurance claim was involved. Janet would ask Lesley Tacon, one of the school governors. Action: Janet

(Post meeting note: Lesley made enquiries via the Head Teacher who confirmed that the hedge was the property of the school. The damage was inspected at the time of the accident and it was decided the boundary was secure and there was no need for any work to be carried out.)

Fly tipping remained a problem in Hodgett’s Lane and there was one layby in particular that was regularly used for the dumping of rubbish. Residents generally informed Solihull MBC about incidents.

Warwickshire residents will soon have to pay for their garden waste to be collected in a move that will generate tens of thousands for the local council. From August 1, 2022, a £20 subscription will be required for customers who opt for a fortnightly green bin collection until the end of March 2023. The annual cost after this would be £44. It was not fully understood how this would be administered.

A new flashing sign had been erected in Hodgett’s Lane near the crossroads with Waste Lane as a previous sign had been damaged by passing lorries.

5. Update on and discussion of Residents’ Association initiatives and issues

• Community Fund from BBV – entrance gates; flower tubs

Committee members had been asked to look out for examples of village entrance gates. (Ongoing)

It was reported that BBV tend to provide people and time rather than money.

A request had been made to save some of the coping stones as the Cromwell Lane bridge was dismantled so that they could be re-used in a future project but there was some doubt as to whether the stones had been saved.

• HS2 issues

Peter Stanworth had submitted the following report:

Bentonite. There have been questions about the black towers that have been erected just off the line of the track between Cromwell Lane and Waste Lane. These store Bentonite. Bentonite is a mineral volcanic ash which has been allowed to weather. When mixed with water it forms a paste or slurry. It expands to 8 times its volume and is therefore very good at providing a sealant in rough surfaces like a wall of soil. A mass of the slurry in a trench provides a bolster to the walls and thus prevents them falling into the trench. It is being used for producing the HS2 tunnel walls in Burton Green. The slurry is stored in the black silos. Some silos contain the clean slurry whilst others contain the contaminated slurry mixed with dirt etc. awaiting cleaning, reprocessing and then reuse.

Construction. There are two main types of work being undertaken. The tunnel walls (so called diaphragm walls) are being fashioned and the roof will be added later. Secondly at either end the walls are extended by interlocking piles (secant piles). Residents have commented about the pair of straight wall structures extending north from Cromwell Lane bridge. These are not foundations but a pair of guide walls for the machinery which makes the tunnel walls. A trench is dug out between the walls and filled with Bentonite. When the trench has reached the appropriate depth reinforcing cages are dropped into the trench and sink to the bottom. Concrete is then poured into the base using a long hose which reaches to the base of the trench. Bentonite being lighter floats to the surface, is pumped out as the concrete wall rises, and then recycled in the plant. Once the walls have been formed then the roof of the tunnel will be cast between them.

At either end of the tunnel the walls are formed from concrete piles. The guide walls in these cases are single with a scalloped inner surface. One of the walls can be clearly seen from the Waste Lane bridge. These guide the piling machine. Alternate holes are made to a depth of 10 metres and then concrete poured to produce a concrete pillar, known as a secondary pillar. The primary pillar that holds the whole structure together is drilled in between the existing secondary ones. It cuts a bite out of the adjacent pillar so that they are locked together and goes down to a greater depth of 15metres. It also contains reinforcing bars so that the whole structure is rigid and strong. They will extend some way from the north portal within the retained cutting to protect the surrounding land.

In addition, some piling work is currently being undertaken to avoid subsidence next to the residences on the west side of the cutting around the bridge.

Discussion is being undertaken for a viewing window/platform. There is no room for one on the Cromwell Lane bridge but the rear of the current village hall is being considered. One sited there would also provide parking facilities.

The vibration in some houses close to the workings mentioned by some residents was due to the compacting of crushed stone for the piling machine. It has now been completed and should therefore not cause a further problem

• Possible viewing tower behind current village hall.

The committee had been asked to consider the erection of a viewing platform to the rear of the current Village Hall. (See Peter’s report above.)

Discussion took place and various comments were put forward including concerns regarding safety; whether hall users would object to residents and others visiting the hall surroundings while the hall was in use (and possibly affecting safeguarding issues); the need to obtain HS2 approval which could be a long process; and whether viewing from other places such as the bridge in Cromwell Lane already afforded sufficient viewing.

The committee did not disapprove the concept of a viewing area but felt the situation behind the current hall was not appropriate.

• Platinum Jubilee Celebration with the Village Hall

Mary reported that everything was in hand with the Circus Mash and temporary toilets booked. A flyer had been circulated with the recent edition of the Bugle and it was agreed more notices would be needed nearer the event; the police would supply traffic cones. Access to power needed to be arranged.

Dianne would arrange the finances. A further meeting of the organisers would take place shortly.

The March Bugle ran to 6 x A4 pages, one of which was advert for the Platinum Jubilee Community Celebrations. This was cheaper and more manageable than printing and inserting a separate sheet.

6. Greenway Trust Update

The dog mess signs had been obtained and locations now needed to be agreed.

7. Parish Councillor's Report

The Neighbourhood Plan had been accepted with a 29.6% turnout of voters. 9 people had opposed it and 290 agreed. The Parish Council had sent out a questionnaire asking for residents’ views on the use of the green space at the Burow Hill site. So far 26 responses had been received. Paddy agreed to circulate the link again on the email loop. Action: Paddy

Some residents were unhappy that children in Burton Green had not received offers of secondary school places in Kenilworth. The alternative offer was in Leamington Spa.

The Electoral Services Manager at Warwick District Council had sent Rona a list of all the properties within roads in the parish and a schedule detailing total properties and electorate. (997 electors in 424 properties)
